The National Assessment of Adult Literacy (NAAL) is a household survey conducted periodically by the Department of Education that evaluates the literacy skills of a sample of adults in the United Stages ages 16 and older. NAAL results are used to characterize adults' literacy skills and to inform policy and programmatic decisions. The Committee on Performance Levels for Adult Literacy was convened at the Department's request for assistance in determining a means for booking assessment results that would be useful and understandable for NAAL'S many varied audiences. Through a process detailed in the book, the committee determined that five performance level categories should be used to characterize adults' literacy skills: nonliterate in English, below basic literacy, basic literacy, intermediate literacy, and advanced literacy. This book documents the process the committee used to determine these performance categories, estimates the percentages of adults whose literacy skills fall into each category, recommends ways to communicate about adults' literacy skills based on NAAL, and makes suggestions for ways to improve future assessments of adult literacy. U.S. public schools are responsible for educating large numbers of English language learners and students with disabilities. This book considers policies for including students with disabilities and English language learners in assessment programs. It also examines the research findings on testing accommodations and their effect on test performance. Keeping Score for All discusses the comparability of statesa (TM) policies with each other and with the National Assessment of Educational Progress (NAEP) policies and explores the impact of these differences on the interpretations of NAEP results. The book presents a critical review of the research literature and makes suggestions for future research to evaluate the validity of test scores obtained under accommodated conditions. The book concludes by proposing a new framework for conceptualizing accommodations. This framework would be useful both for policymakers, test designers, and practitioners in determining appropriate accommodations for specific assessments and for researchers in planning validity studies.

High school graduation and dropout rates have long been used as indicators of educational system productivity and effectiveness and of social and economic well being. While determining these rates may seem like a straightforward task, their calculation is in fact quite complicated. How does one count a student who leaves a regular high school but later completes a GED? How does one count a student who spends most of his/her high school years at one school and then transfers to another? If the student graduates, which school should receive credit? If the student drops out, which school should take responsibility? High School Dropout, Graduation, and Completion Rates addresses these issues and to examine (1) the strengths, limitations, accuracy, and utility of the available dropout and completion measures; (2) the state of the art with respect to longitudinal data systems; and (3) ways that dropout and completion rates can be used to improve policy and practice. Table of Contents Front Matter Summary 1 Introduction 2 Dropout Rates, Graduation Rates, and Public Policy 3 Decisions Required to Compute the Indicators 4 Current and Proposed Measures 5 Early Warning Indicators 6 Developing Longitudinal Data Systems 7 Using Comprehensive Data Systems to Improve Public Policy and Practice 8 Summary of Recommendations References and Bibliography Appendix A: Workshop Agenda and Participants Appendix B: Biographical Sketches of Committee Members and Staff

Collecting antique paper lithographed toys is an exciting and visually rewarding hobby. These vividly printed toys remind us of a time gone by when games, blocks, toys, dollhouses, puzzles, and books were designed by a method called chromolithography--a process that is as close to artistic perfection as a nineteenth-century painting. Filled with over 500 full color photographs, this book provides a fascinating and informative glimpse into the late Victorian era of toy making. Organized by type of item, each chapter includes useful facts about the history, manufacturing, and typical illustrations found on the toys and books, while values, measurements, dates, and game pieces are all provided in the captions. In addition, readers will find a valuable listing of the most prominent American and European manufacturers of the time, including McLoughlin Bros., Milton Bradley, Bliss, W. & S. B. Ives, Raphael Tuck, E.P. Dutton, and more. Never before has one book provided such a colorful guide to paper litho toy collecting, so take a step back in time to when toy making was a rare art!
